Actionable Intelligence

With Ashcroft about to take the stand, I just got around to reading this AP article explaining why “The Aug. 7, 2001, Senior Executive Intelligence Brief didn’t mention the 70 FBI investigations into possible al-Qaida activity that the president had been told of a day earlier in a top-secret memo titled ‘Bin Laden Determined To Strike in U.S.’”

The senior executives’ memo “is not used as a way to transmit actionable (raw) intelligence,” an administration official said.

Is it me, or did an administration official just admit that the PDB contained “actionable intelligence”?

President Bush:

“Had I known there was going to be an attack on America, I would have moved mountains to stop the attack,” Bush told reporters as he left a military chapel in Fort Hood, Texas. “And had there been actionable intelligence, we would have moved on it.”
